The computer should now be able to boot into Windows 8. The USB recovery key will install Windows 8 and a few basic drivers, including the wireless driver that will allow the computer to be connected to a wireless network. Connect the computer to the Internet and install all Windows updates. This may take several update cycles to complete. During this windows update process, be sure to install the "Windows 8 Client and Windows Server 2012 General Availability Cumulative Update" (Windows8-RT-KB2756872-x86.msu), which should be automatically installed.

What I have found looking through all BIOS screens and messages, that there was something wrong with the service tag. The message was Service tag is not configured. But there is no way to configure or fix it. Dell website does not recognize my service tag number. Perhaps its either wrong or not registered. I bought this tablet on ebay, so the origin of it is unknown. I also came across of some note, that service tag problem may cause windows updates to crash. This is likely the issues. My conclusion is- check your service tag at dell website before installing any updates. If it is not registered- never update it. Otherwise the updates are going to kill it.

I finally got control of it at F2 on boot, and restored the factory defaults. I get windows 10 to install this time, and eventually got Windows up stable in version 1607. The processor will not allow the most recent update to go through. 2ff7e9595c
